Cities make life better, and wisdom makes life happier. As China's urbanization process accelerates, the traditional urban development model has brought many drawbacks, and informatization has increasingly become a breakthrough in resolving urban development problems. Therefore, the emergence of smart cities has provided a new model for urban development. It strengthens urban planning, construction and management by comprehensively applying modern science and technology, integrating information resources, and coordinating information applications. It is a new type of urban form formed under the support of new generation information technologies such as the Internet of Things and cloud computing. It can be said that building smart cities is an inevitable choice for treating "urban diseases" under the conditions of an information society.
In early 2013, the Ministry of Housing and Urban-Rural Development designated the first batch of 90 national smart city pilots, which were regarded as a new era and vane of China's urbanization process. Due to the lack of effective statistics of water supply data, water supply management departments cannot make more scientific and reasonable decisions. The relatively high cost of software development and maintenance restricts the information construction of water affairs. Based on the above problems, it is very necessary to develop a system to solve problems in meter reading and water supply. In this context, how to set up a suitable platform so that the building infrastructure can connect the data network and the control network without "gap", and reflect the wireless, intelligent, comprehensive, and interoperable integrated intelligent system of management will become the focus and development direction in the future.
